Normally, when the democratic authorities be harmed by political various disorders — then, the peoples want to gain their own political authorities. 

For this reason, the peoples have to do movements — but carefully. 

 As if, civil peoples and their wealths will not be harmed. 

Because, the movements for the welfare of the peoples through the gaining political authorities. 

Political this welfare process is equivalently suitable for all periods, all nations, and all countries.
