 Each state is formed considering the welfare and rights of all the citizens of that state.

The law, the courts and the judiciary are formed by the state concerned.

So the citizens of the state can get their basic rights from the state.

But when an individual or a group considers itself more powerful than the state, the state, the law and the judiciary do not care.

They try to run like the state system by introducing rules like themselves.

However, they do not form a separate state by erecting barbed wire fences or walls for that system, but introduce their own rules and regulations in the conventional society.

Those who are themselves intoxicated by such a system, they then say arrogantly, what state, what law? I am the state, I am the law.

Again, someone says, what kind of president, what kind of prime minister? I do not care the President, the Prime Minister.

Again, someone says in the arrogance of power, the magistrate gives the verdict by sitting, and we give the verdict without sitting.

There is no need for a state within a state to have an established law and justice system.

"মানুষকে অপরাধ প্রবণ করার মারাত্মক ধারণা হচ্ছে রাষ্ট্রের ভিতরে রাষ্ট্র।" 

 প্রতিটা রাষ্ট্র গঠিত হয় সেই রাষ্ট্রের সকল নাগরিকের কল্যাণ ও অধিকারের বিষয় বিবেচনা করেই।

আইন, আদালত ও বিচার ব্যবস্থা সংশ্লিষ্ট রাষ্ট্রের মাধ্যমেই গঠিত হয়।

তাই রাষ্ট্রের নাগরিক নিজের মৌলিক অধিকার রাষ্ট্র থেকেই অর্জন করতে পারেন। 

কিন্তু যখন কোন ব্যক্তি অথবা গোষ্ঠী নিজেদেরকে রাষ্ট্রের চেয়ে বেশি ক্ষমতাবান মনে করে, তখন রাষ্ট্র, আইন ও বিচার ব্যবস্থাকে কোন পরোয়া করে না। 

নিজেদের মত করে নিয়ম প্রবর্তন করে নিজেরাই শাসন করে রাষ্ট্র ব্যবস্থার মত চলার চেষ্টা করে। 

তবে তাদের ঐ ব্যবস্থার জন্য কাঁটা তারের বেড়া অথবা দেয়াল তোলে আলাদা রাষ্ট্র গঠন করে না, বরং প্রচলিত সমাজেই নিজেদের নিয়ম কানুন প্রবর্তন করে। 

যারা নিজেদের ঐরকম ব্যবস্থায় মত্ত হয়, ওরাই তখন অহঙ্কারে বলে, কীসের রাষ্ট্র, কীসের আইন? আমিই রাষ্ট্র, আমিই আইন। 

আবার কেউ বলে, কীসের রাষ্ট্রপতি, কীসের প্রধানমন্ত্রী? মানিনা আমি ঐসব রাষ্ট্রপতি, প্রধানমন্ত্রী। 

আবার কেউ ক্ষমতার অহঙ্কারে বলে, ম্যাজিস্ট্রেট রায় দেয় এজলাস করে, আর আমরা রায় দেই এজলাস না করেই। 

একটা রাষ্ট্রে প্রতিষ্ঠিত আইন ও বিচার ব্যবস্থা থাকতে রাষ্ট্রের ভিতরে রাষ্ট্র থাকার কোন প্রয়োজনই থাকেনা। 

তাই প্রত্যেক নাগরিকের উচিৎ সংশ্লিষ্ট রাষ্ট্রের আইন ও বিচার ব্যবস্থাকে শ্রদ্ধা করা।©️All Right Reserved by Junayed Ashrafur Rahman
