যে আন্দোলন জনগণ কর্তৃক নাগরিক অধিকার , মৌলিক চাহিদা পূরণ প্রভৃতির জন্য করা হয় , সেটা জনগণের আন্দোলন।
এমন আন্দোলনে রাজনৈতিক স্বার্থ অথবা আদর্শের চেয়ে মৌলিক অধিকারই বেশি গুরুত্বপূর্ণ হয়।
এবং জনগণের মৌলিক অধিকার পূর্ণ হলে আন্দোলনের প্রয়োজন হয় না।

যে আন্দোলন রাজনৈতিক আদর্শ ও স্বার্থ দ্বারা উদ্বুদ্ধ হয়ে ক্ষমতার অংশীদার , এমনকি রাষ্ট্রক্ষমতার নিয়ন্ত্রক হতে রাজনীতিকদের দ্বারা পরিচালিত হয় সেটা রাজনৈতিক আন্দোলন।
এমন আন্দোলনে মৌলিক অধিকারের চেয়ে ক্ষমতা বেশি গুরুত্বপূর্ণ হয়।
এমনকি কোন গভমেন্ট মৌলিক অধিকার পূরণ করলেও রাজনীতিকরা ক্ষমতার অধিকারী হতে আন্দোলন অব্যাহত রাখেন।
ফলে রাজনৈতিক আন্দোলনকে দমন ও নিয়ন্ত্রণ করতে সংশ্লিষ্ট দেশের গভমেন্ট বিভিন্ন কৌশল অবলম্বন করেন।
এবং রাজনৈতিক আন্দোলনকারীরা আরো সক্রিয় হওয়ার চেষ্টা করেন।
